How confusing. I have had Adobe Photoshop CC 20.0.4 for several months. Now you want me to move up to CC2019. That looks like backwards. What am I missing?
Also, with great flair at the beginning of this email you have introduced Adobe Creative Treat. Then in the rest of the email you keep referring to Adobe Creative Cloud. Which is it. Photoshop is hard enough to learn, why does Adobe keep throwing things at me to keep me confused?
Hey Robert, sorry for the confusion. The “Creative Treat” announcement was an April Fools’ joke… In reality, everything with Creative Cloud continues as before.
Regarding your first question, the current internal version of Photoshop itself is 20.x …for Illustrator, it’s 23.x … for InDesign, it’s 14.x … each one has a different history, so a different internal version.
But collectively, the integrated set of tools which came out in last October is called the 2019 release of Creative Cloud, or CC 2019.
So it sounds like you’re already running the latest release, no problem.
Can Adobe Media Encoder CC be Installed and used without any extra charge, if I have paid for Photoshop CC and Premier Pro CC ?
Yes. Media Encoder comes with Premiere Pro. So if you have a plan that includes Premiere Pro CC, then you also have Adobe Media Encoder CC.

I can’t find Premiere CC2019 Pro version 13.1.5. Is there a link available?
We do have the CC 2019 direct download links available, but they are largely the original base “2019.0” versions… There are no further updates available as standalone installers, as Adobe has not provided them.
However, the Creative Cloud 2021 direct links are now available – and are of course newer versions of the tools.
